Whenever you connect a new hardware or attach something which has Plug & Play features, it auto plays. This is also the case when you insert a new CD/DVD in your drive. In order to stop these notifications you need to do the following procedure for all the drives you want to disable.
Right Click on the Desired Drive, Lets say External Hard Drive [my password] in this case, and click on properties, next click on the AutoPlay option under the Drive Properties and select all the options under the drop down menu and click on Take No action. This process should be done for all the ‘Content Type’ like Music files, Pictures, Video Files & Mixed Content.
The Disable feature in windows xp is very easy, but in case of other operating systems like windows 98, 2000, Nt etc you need to do changes in your registry or use TweakUI which is a part of PowerToys for Windows XP Package. After these settings you wont find a notifications window which generally comes out again and again when you insert a CD-ROM into a CD-ROM drive. Its irritating when you are on a very slow computer or when your computer is already on high resources usage.

To disable autorun.inf and autoplay just download and run disable.reg and add keys to the registry.
